General Rules & Regulations
The laws of duplicate contract bridge (1997) apply with the following complements:
- A system or convention may be used only if it has been published in the English language.
- Each pair is obliged to use convention card issued by the organizers.
- Strong pass system where the pass shows the values of an opening bid, Highly unusual methods (HUM), Brown conventions may not be used.
- Players may not psyche an opening artificial bid (such as 2 clubs game forcing, 1 club precision, etc.)
- In pairs event opening suit bids of one in first and second seat should have at least 10 high-cards points (HCP). For freak distributions the rule of 19 applies where the combined number of cards in two long suits plus the HCP count must reach 19.
- Opening bid of 1 NT should not be less than 12 HCP in the 1st & 2nd seat.
- The partner of a player who has made a conventional call or any call whose partnership meaning may not be understood by the opponents must immediately alert, unless the opponents stated before the segment had started that they do not wish to be alerted. The accepted way to alert when conventional call was made is for partner to rap on the table immediately. The question whether the explanation given by the users of any system was adequate, if contested at the table, will be decided by the Tournament Director. He is entitled to impose procedural penalties and award adjusted scores. Players are reminded that once the auction has started, all inquiries relating to conventions used by any opposing pair are covered by law 20.
- Explanation among opponents of not the same language, unless other wise agreed, must be given in English. If a player in consequence of language difficulty is unable to provide adequate explanation about his partner’s conventional call, he must summon the Tournament Director for help which if he fails to do, the Tournament Director will regard the omission as a case of misinformation.
- If a player makes:
- An opening bid at the level of two, or
- Any bid of more than minimum necessary to overcall or respond in the selected denomination, he should first STOP. Then, having made the bid, he waits approximate 10 seconds to elapse after which he indicates to his left-hand opponent to go on.
Mean while the player next in turn should decide if he is going to pass in the affirmative should do so upon release of the pause, in the tempo of the game, if the opponent has made a call before 10 seconds have elapsed, his side is subject to penalty, if the innocent side has been damaged.
- After the opening lead has been made, each player at his turn, including the declarer in his play from dummy, should pause for at least three seconds before playing to the first trick.
- In a pairs tournament, pairs are moving upwards, boards downward.
- The duplication safety of boards makes it necessary to check the hands once more after the first change. Failure to comply with this requirement, if it creates a fouled board, makes the blamable pair subject to penalty amounting to 25% of the match points available on the board.
- In this tournament no appeals can be lodged. The tournament directors are of high standards and will consult with players if deemed necessary. The chief tournament director’s decision is final.
- In the mixed pairs ladies are required to take the South and West positions.
- Contestants in all pairs events are requested to fill out the traveling scores from the top. The scores are
- For a pass-out 0 (Zero)
- For a missing pair Bye
- In a pair event the North-South pair is responsible of keeping the scores. If a wrong entry is discovered and the error makes it necessary to recalculate the results, the involved North-South pair will penalized by half a top-score.
- to report a team match results, the score sheet of the North-South pair in the open room must be delivered. Playing time for a round, with comparing the delivery included, is 55 minutes plus a grace period of 5 minutes. For late delivery an automatic 2 VP penalty will be imposed. Upon either team. Like wise 2 VP is the penalty for a flaw in the score sheet.
- Minimum penalty for a slow play in a pairs event is 25% of the top score.
- In a teams event, the team mentioned first is the home team and sits N-S in the open room and E-W in the closed room. The other team, the visiting team sits first in both rooms.
- In teams event, both pairs of a team have played the match seated wrongly in identical compass direction, the penalty for either team will by 12 VP and -10 IMPs.
- At the auction time, once the auction has progressed to the point that the opener has had the opportunity to make a rebid, no conventional calls at the four level or higher should be alerted until the auction is over. After the auction is completed, the declaring side must make delayed alerts before the opening lead. The defenders alert their calls requiring a delayed alert but only after the opening lead has been made.
- Frequencies of all boards will be printed after the end of the session for the inspection of results. A summary of a pair may be requested at a fee of 10 L.E. whish may be returned if there was an error by a director.
